I installed a Samsung DVD-ROM drive, Hollywood Plus decoder card and a Philips CD-RW drive in my PC. The Samsung is set as the Slave unit and the Philips set as the Master. However, the Samsung drive is not functioning properly. The game Lander freezes soon after starting, and films don't start straight away. Instead, I have to select the drive unit from a list on the Hollywood Plus DVD station menu.
Would it be advisable to have both units set as Masters or use the third option, which is CSEL (cable select)? They are both attached to the same IDE cable to the secondary input on the motherboard.

If two IDE drives share a cable, one must be the Master and the other Slave. Cable select is only a viable option if you have the appropriate type of cable. It's possible that your problem is caused by driver conflicts and not hardware.
To eliminate this possibility, try removing the CD-RW drive and see if the DVD-ROM drive functions correctly on its own. If it does, leave the DVD-ROM as Master and add the CD-RW drive as Slave. It may also be that the two drives aren't totally compatible, and this proves that there's a lot to be said for buying a combo CD-RW and DVD-ROM drive.
